Just wondering, what's the rationale for having two cut-off points?

Why not just one and then the seeds are determined?

It seems this way if a potential seed knows they would be on in the morning or afternoon and it didn't suit they could just delay entering, and then get whatever time suits. This could lead to a lop-sided draw with many of the best players in either half...

Just curious.......
